ENVIRONMENTAL PARAMETERS AS BASIC COMPONENTS OF THE FORMATION OF REPORTING DOCUMENTS OF STRATEGIC ENVIRONMENTAL EDUCATION AND TECHNICAL DOCUMENTATION OF TERRITORIAL COMMUNITIES

Abstract

The article explores the essence, structure and functional significance of environmental parameters and components as a key component of reporting documents of strategic environmental assessment (SEA) of technical documentation of territorial communities. The theoretical and methodological principles of integrating information on the characteristics and state of the environment into the processes of planning and spatial development of territories are revealed. Modern regulatory legal acts regulating the SEA procedure are analyzed, the role of environmental and natural resource indicators in ensuring compliance of technical documentation with the requirements of approaches to sustainable development is determined. Particular attention is paid to the structure of the natural and ecological block of the SEA report, which includes data on the geological structure, relief, soils, state of the atmosphere, water resources, flora, fauna, nature protection network, climatic features, as well as the level of anthropogenic load. The work emphasizes that these components are the basis for assessing the ecological state of the territory, predicting the consequences of implementing planning decisions and identifying environmental risks and alternatives. The methodological basis of the study is a systematic and comprehensive approach, methods of analysis of regulatory documents, comparative analysis and cartographic modeling. The result of the study is a generalization of methodological approaches and recommendations for collecting, systematizing and presenting natural information within the framework of technical documentation. An algorithm for integrating natural components and environmental information into the SEA report is proposed, which ensures scientific validity and transparency of management decision-making at the regional level. The practical significance of the results obtained lies in the possibility of their use by local governments, developers of technical documentation, as well as environmental experts during the preparation of SEA reports, environmental assessment and planning of balanced development of territorial communities.
