RELOCATION OF UKRAINIAN ENTERPRISES UNDER MARTIAL LAW: SOCIO-GEOGRAPHICAL ASPECT

Under martial law, the phenomenon of forced population relocation to industrial sites became both a reaction to armed aggression and a way to preserve and restore the state economy. Therefore, the purpose of the study was to analyze the socio-geographical aspects of the relocation of enterprises in Ukraine under martial law and to identify the patterns of influence of these processes on territorial planning. The article analyzes the processes of relocation of enterprises in Ukraine under martial law from the perspective of social geography. The theoretical foundations of the concept of relocation as a mechanism of economic security are considered. The results of research on the impact of relocation on territorial planning and regional development are systematized. Statistical data from official sources are analyzed, on the basis of which three main stages in the course of relocation under martial law in Ukraine are distinguished. Each of them had its own characteristics in the course. If in the first months of full-scale austerity there was a spontaneous and more massive displacement, then starting from 2024 we actually record a measured, calculated and strategically planned phenomenon. The conditions for relocation are revealed, which at the current stage are created in the context of the strategic adaptation of the economy in the fifth year of the full-scale invasion with the participation of the Government of Ukraine and international partners. The low activity of entrepreneurs in cooperation with the government program to support relocated enterprises (11%) is also indicated, which calls into question the scale of coverage of the specified program and its general usefulness. At the same time, it is noted that there is an urgent need to take into account in regional development programs the additional burden on social services and the housing market, the needs for infrastructure reconstruction, including transport networks, medical institutions, the real estate market, educational institutions and logistical support systems associated with relocation processes.
