ENVIRONMENTAL AND LEGAL ENSURANCE OF THE IMPLEMENTATION OF THE GOALS OF SUSTAINABLE DEVELOPMENT OF URBAN COMMUNITIES IN UKRAINE TAKING INTO ACCOUNT INTERNATIONAL EXPERIENCE

The article analyzes the environmental and legal issues of implementing the principles of sustainable development in Ukrainian cities, taking into account world experience. The relevance of the study is due to the multifaceted social, environmental and economic challenges facing urban areas due to intensive urbanization, environmental pollution, climate change and uneven economic growth. It is established that the current legislation of Ukraine lays the foundation for achieving sustainable development goals, but its effectiveness is limited by fragmentation, insufficient integration of international norms, limited financing of municipal programs and low public involvement. The aim of the work was to scientifically substantiate the legal mechanisms for implementing sustainable development goals at the city level and formulate proposals for their improvement taking into account international practice. To achieve this goal, the methods of systemic analysis, comparative law and analytical research were used, as well as the generalization and systematization of regulatory legal acts of Ukraine and international documents, including the UN Sustainable Development Goals and European Union directives. The results obtained indicate that the global practice of implementing sustainable development in cities is characterized by an integrated and comprehensive approach, which involves a combination of legal provisions, strategic planning, financial incentives, community participation mechanisms and a system for monitoring the achievement of goals. Ukrainian cities demonstrate positive changes in legal regulation, but they need to improve financial and organizational mechanisms, develop a system of public oversight and control over the implementation of strategies. The scientific novelty of the work lies in a comprehensive comparative analysis of domestic and international legislation on the sustainable development of urban areas, as well as in the systematization of effective legal instruments for their adaptation to Ukrainian realities. The practical value lies in the development of specific recommendations for lawmakers, local governments and municipal institutions to improve the environmental and legal support for the implementation of sustainable development goals. This will contribute to increasing environmental safety, social unity and economic stability of urban communities in Ukraine.
